I am instructed to ask that I may be allowed to

refer again to the correspondence between the Institute and

the Secretary of State regarding the class of passage granted

to Assistant Analysts in the service of the Hong Kong Govern-

ment.

The Council of the Institute

was glad to learn from

a letter received from you on 11th June last that the whole

question of the conditions under which officers of the Colonial

Service should be granted leave was under consideration, and

would be glad to know whether progress has been made in this

matter.

In view of the circumstances that first class passages

are allowed to all professional chemical staffs (recruited from

home) in other colonies where such allowances are provided, the

Council would again urge the claims of such officers in the

service of the Hong Kong Government, and desires me to express

the hope that the Government may soon reach a decisión in their

favour.
